The Commission on Administrative Justice (CAJ), popularly known as the Office of the Ombudsman, is a constitutional commission established under Article 59(4) of the Constitution of Kenya and the Commission on Administrative Justice Act, 2011.
It plays a crucial watchdog role by ensuring that public institutions operate efficiently, fairly, and transparently across both the national and county levels.

The Commission carries out two key mandates:
1. Tackling Maladministration in the Public Sector
CAJ is legally empowered to:
- Investigate complaints of delay, abuse of power, unfair treatment,
manifest injustice, or discourtesy in public service. - Ensure proper and ethical conduct in government offices.
2. Oversight of Access to Information Act, 2016
The Commission ensures public access to government-held information, promoting transparency, accountability, and citizen empowerment.

2. Ms. Dorothy Jemator Kimengech โ Vice Chairperson & Commissioner in Charge of Access to Information
An Advocate of the High Court since 2010, she is pursuing her Master of Laws (LLM) and is deeply committed to information rights and legal transparency.
3. Hon. Charles Njagua Kanyi โ Commissioner in Charge of Complaints & Investigations
A well-known politician, philanthropist, and artist, holding a degree in Peace Studies and Conflict Resolution. His experience bridges political leadership and social impact.
4. Ms. Mercy Kalondu Wambua, OGW โ Commission Secretary/CEO
A distinguished Advocate with over 19 years of legal and human rights experience. Ms. Wambua leads the institutionโs operations and reforms.
